Making a single year progression is easy if you:
- Know how to write a developmental rubric
- Know how to do a pairwise comparison on a developmental rubric, turning it into a “hypothesised progression”
Basically you go from a developmental rubric like this:

To a ‘hypothesised progression’ by doing a pairwise comparison, which will look something like this:

Then you just stick all the hypothesised progressions for a whole year (as long as they are the same subject!) together, ending up with something like this:

Then you turn the rows into ‘levels’ or ‘steps’ or whatever you want to call them, and write level statements summarising what learners at that level can do. Something like this:
